Bruno Chabas, provides basic understanding of the procedures and requirements necessary to explore, drill and produce oil and / or natural gas successfully, either onshore or offshore.
The program starts with a discussion of the seismic study provided by the relevant government, and includes:
• The seismic package and costs
• How to make a successful tender on the government auction
• The selection of minority partners by the auction winner
The program provides an in-depth understanding of:
• Drilling costs
• Government regulations
• Taxes and royalty payments related to a commercially-viable well
• “Plug and abandon” costs on a non-commercially viable well
After the tender has been won, the program covers:
• Selection of the correct drilling unit,
• Rig capabilities
• International classification confirmation for the rig / vessel
• SOLAS regulations
• Bottom surveys
• Local labor laws and crew selection
• Composition and submission of the drilling plan for approval by the government
• Selection of the oil services companies, and a complete explanation of the services required.
• The various production engineering requirements based on the water depth of the well to be produced.
He is comfortable discussing local political climates that impact the ability to operate in various countries.

John Rogers. – Forty one years working in the industry, twenty years on-shore and
offshore drilling in sixteen countries. Worked from the bottom up to supervisory and
management rolls on Land Rigs, Swamp Barges, Jack-ups, Platforms, Semi Submersibles and Deep Water Drill Ships. Nineteen years’ Operations Manager and Country Manager experience. Involved in the project management of new jack-ups, Refurbishment of older drilling units. Experience with setting up from scratch management systems for the Drilling unit’s and offices including overseeing ISO 2009, 14001, 18001 certifications.
For the past several years I have been Managing Director of a multi service oilfield consulting firm with clients Mexico, USA, and Latin America.
Paul Delaire.- Retired ABS Country Manager/Surveyor/ISM Auditor will provide consulting on class related items specifically addressing the Rules and Regulations of Class as well as the Statutory items such as lifesaving equipment, fire fighting equipment, bridge electronic equipment, Load Line, SOLAS, and more. Will examine and determine extent of repairs as a result of collisions, grounding, fire damage, etc. Up to date information on Dynamic Positioning. Will also provide guidance for auditing, Safety, Environmental, how to measure training, what constitutes an observation vs a non-conformity…

Bill McDermott.- Commencing work in the Oil field, Bill has worked in thirty three countries in the positions of Project Manager, Insurance Surveyor for offshore operations, offshore load out, and rig moves, Third party independent arbitrator for offshore accidents, and court appointed recognized third party independent expert of equipment and accidents. Currently also involved in a range of business opportunities involving rig and vessel inspection, rig ownership and leasing, and petroleum product shipping, storage, trading and distribution.
Miguel Torija.- Is a trained marine engineer with more than thirty years international experience as marine engineer, project manager and marine surveyor for new construction, repairs and refurbishing of Crane Vessels, dynamic positioning vessels, sail vessels and Jack ups. Director and owner of a services company providing marine customs and maritime services to companies related with structures construction and drilling companies in Mexico and worldwide.
