Urban American lags far behind its suburban neighbors in educational excellence and community development.
If America ignores the human resources in its urban areas it will continue to pay the expenses of more prison cells, more welfare, more child services and more health care costs.
What is needed is a new systems approach that is grounded in action science and committed to local community development that improves the local bioregion.
The costs are reasonable in relation to the human resources empowered to become effective contributing citizens.
